Deirdre Fleming: More dam removals needed to continue Atlantic salmon resurgence

When John Burrows started out with the Atlantic Salmon Federation a decade ago, public support for dam removal was minimal and government funding was rich, he told a room full of fly fishing brethren last week. These days, he said, the opposite is true.

But just as hard economic times are starting to pinch salmon restoration, something incredible is happening: The salmon are starting to return.

Burrows, director of the New England Programs for Atlantic Salmon Federation, rallied his Trout Unlimited friends Tuesday night to help advocate for dam removal in southern Maine. Because it's working, Burrows said.

"This year they were found in the East Branch of the Penobscot River. It's the first time in 25-plus years Atlantic salmon swam in the shadow of Katahdin," Burrows said.

This year, 63 wild Atlantic salmon returned to spawn in the Kennebec River, compared to 16 five years ago. In the Saco River, 94 returned, compared to 29 five years ago. And in the Penobscot River, the numbers are 3,123 compared to 1,469. It was the third best year for returns in that prized salmon water in 35 years of passing fish at the Veazie Dam, Burrows said.

But with changing economic times, Burrows said, fishermen and fishing groups need a call to arms. So he stood before his Trout Unlimited chapter in Portland and asked them to join the federation's newest effort to remove the first three dams on the Mousam River in Kennebunk.

The Mousam has 12 dams and 340 miles of river that is inaccessible to sea-run fish, exactly 99 percent of the river, making it the least accessible Atlantic salmon river in Maine. Public support can help, said Burrows.

"I just was at a meeting for the Royal River Dam. There were 60 people there. Nobody was saying, 'You can't take that away.' People are much more thoughtful at meetings like that than they were a decade ago," Burrows said. "Today, river restoration is not a crazy idea."

That said, Maine is behind the times.

In Pennsylvania, hundreds of dams have come down, and dozens have come down in New Hampshire, Burrows said, whereas in Maine, just 24 have been removed in the past 25 years.

"The pace is picking up. People see the benefit. It's not a foreign concept now," he said.

For years, fishermen around the Penobscot River scoffed at the moratorium on fishing for Atlantic salmon in the historic salmon pools.

But when you read the information brochures put out by the federation and the reasons for trying to save Salmo salar, which means "leaper," and then hear it's working, this movement draws people in.

Atlantic salmon adorn the earliest art, found on cave drawings in France that date to 25,000 years ago. It's a part of the mythology of Scotland and Ireland. And as the ASF points out, many First Nation communities settled along Atlantic salmon rivers.

The fighting game fish always has been impressive. A record 83-pound salmon was caught in Ireland in 1882, according to the federation. North America's largest recorded Atlantic salmon was a 55-pound fish caught on Quebec's Grand Cascapedia River in 1939.

There are several fish passages the federation is focused on restoring and dams it hopes to remove. If the trend of growing salmon numbers can continue for five to 10 years, Burrows said, taking the fish off the Endangered Species List could be up for discussion.

"It can happen, but not for another decade. In the '70s and '80s there were 3,000 to 4,000 fish returning to the Penobscot. To have a wild fishery, a lot more hard work needs to happen, Burrows said.

The first thing you notice about the Ikon Zip waders is of course the large zipper running down the front. In Europe zippers on waders are nothing new and in the U.S. the design benefits of using zippers on waders has only recently started to take hold.

The inclusion of a zipper on waders has many advantages. First, being able to unzip the wader makes putting the waders on incredibly easy. There is no real difference between putting on a regular pair of pants and zippered waders. All of the extra length and bulk from the upper part of the waders is open and you literally just step in and then zip them up. The ease of entering and exiting the waders also stresses the seams less, which can lengthen the life of the waders. Second, when taking the waders off or just unzipping them to relieve the bladder the zipper could not be anymore convenient. Third, the zipper allows you to help regulate temperature. On a hot day you can unzip the waders part way to let in some fresh air and for winter fishing I have found it helpful to partly unzip the waders when walking upstream against a strong current to keep from building up a sweat.

In addition to the zipper the Vision Ikon Zip waders feature six layers of F3.5 waterproof breathable material on the lower leg and three layers of F3.5 on the upper sections. By varying the number of layers of material to high and low stress points Vision has created a durable yet extremely lightweight pair of waders. The Ikon Zips are avaliable in size XS-XXL with the additional regular, long, short, and king sizing. The waders also have a water resistant front pocket on the outside and a zippered inside pocket for keeping your car keys and cell phone.

The neoprene feet are contoured for both left and right feet and have built in gravel guards and lace hooks. The gravel guards work great and at the end of a long day fishing a fine gravel and sandy stretch of river my wading boots were completely free of debris.

The Ikon Zips have elastic suspenders with fully adjustable buckles and quick release clips on the front. They also have small attachment rings just below the quick release clips, which can be used to attach a Vision chest pack or any number of accessories. The clips are small and if you decide not to use them they will not get in your way.

The waders also come with an elastic wading belt with a quick release clip. I found the elastic belt a nice touch and it can be cinched down tight enough to keep water out without binding. I did, however, find the belt loops on the waders a bit lacking. There are two thin loops on either side of the zipper and when putting the waders on the belt kept wanting to slip one of the loops. A third loop on the back of the waders would be a nice addition to help keep the belt in place when entering or exiting the waders.

The cut of the Ikon Zips is great! One reason I found these waders to be so nice is that they are not too baggy. The legs have plenty of room to wear layers for winter fishing and yet they do not have so much material that the legs rub against each other.

The other day I wore a thick military base layer with a pair of heavy fleece pants over top and the waders fit just right. The F3.5 material did a nice job keeping sweat from building up and at the end of day I was warm and dry.

In Sum

After wading with Ikon Zips I don't think I can go back to un-zippered waders. The Ikon's fit great and they have all the right features and more that one would come to expect from a top of the line wader. The 6/3 layering of F3.5 material makes for a light durable wader. Additionally, the cut of the wader was just about perfect. If you are in the market for a new set of waders, then without hesitation I recommend the Ikon Zips. Now I just need to figure out a use for my old set of waders.

More and more people are taking up saltwater fly fishing. Making the change from freshwater to saltwater can be a bit daunting. Salty environments can destroy expensive gear and hooking into a large fish will surely test the integrity of your equipment. This year Vision Fly Fishing introduced a new line of saltwater rods that have proven to be among the top rods available. The Venus SW is priced in the mid-range coming in at $349 and is offered in line weights ranging from 6-12. The Venus is available with a full wells grip or an SWS model that utilizes an ergonomic D shape handle. All of the Venus rods come standard with triple anodized aluminum reel seats and high quality salt resistant Pacific Bay hardware. The rod action is rated at medium/fast and offers a nice balance of wind-cutting power and feel. In addition to the function of the rod, the Venus rods are ascetically stunning. They feature full metallic wraps, gold/pewter two-toned hardware and a nicely balanced natural and rubberized cork grip.

Fishing in saltwater requires a rod that can both throw a lot of line and is able to handle wind. A good saltwater rod should also be light so as not to wear out the caster after hundreds of casts. I cast the Venus with five different lines ranging from a 9wt. sinking pike line to a S.A. 9wt. Red fish line and with very little effort I was able to throw the entire fly line on four of the five lines (the sinking pike line was 105' long and I could almost shoot to the backing). The Venus is not a rod for close range. The rod loads near the tip and really comes to life with about 60' feet of line out. Throwing shorter casts in the range of 20-30' was difficult because the rod just would not load for me. Perhaps over-lining the rod with a 10wt or even an 11wt. line would help the short game. Casting into the wind with this rod is as easy as it gets! The strong fast action is able to form tight loops and can punch out 80-90' casts in a head wind as good if not better than any rod I have fished.

Here are a few highlights of the Venus 9wt.

The guides are all anodized and corrosion proof made by Pacbay. The guides are generously sized to make shooting line easier and the color of the guides go great with the blank!

The reel seat features a rear lock nut for added security. The seat also features a captive hood that does not rotate. I have never seen this type of seat on a rod before, but after attaching a reel a few times I wish all my rods has a reel seat like this. The opening that receives the rear foot of the reel stays aligned with the front opening so there is no more need to hold the reel to the rod while rotating the band in search of the opening. Great idea!

The grip is a full wells and features natural and rubberized cork. I like that the grip is long enough to accommodate big hands. I don't know if its me, but it seems like a number of companies have shortened the grip on larger rods. The fighting butt is just right for added that extra amount of support for working large fish.

The guide wraps are metallic and bring a nice modern ascetic to the rod. The finish work was very good (something that can no longer be assumed!).

In sum: The Vision Venus 9wt. is a great rod if you need to throw long casts into wind. The blank is extremely quick and in the right hands can punch out long casts with very little effort. As previously mentioned, I could not get the Venus to load with less than 40 or so feet of line out so for fishing up close to easily spooked fish a more moderate action rod might be more appropriate. The Venus is a technical rod and although not an "all around" stick the Venus will get the job done if distance in wind is required. One thing I am beginning to appreciate about European fly fishing equipment is that they do not advertise nor design their equipment to function in every situation (as though any rod can live up to that). Instead, rods and lines are designed to function in a specific range of applications. The quality of gear, then, increases as the form is matched to function. Vision has done a great job with the Venus and without hesitation I recommend this rod.

Lately there seems to be a glut of cheap reels on the market. Just the other day I watched a promotional video for a new reel where they hooked a car up to the line to test the drag (how the pull of a car is in any way relevant to fighting fish is beyond me). In addition to emails requesting a review I receive at least one email a month from the factory in China where these reels are being made. Basically, this is how it works: The are a couple of standard reels that the Chinese factory produces and for a price you can customize the porting on the reel, change out the handle and get your name printed on the side. After spending some time with these reels the lower line weight ones seem okay for the money. I've heard from a number of owners that the bearings on the heavier reels have a tendency to jam up and the sealed drag systems are not fully sealed and can ice up in cold conditions. Anyway, my point is this: If you are looking for a machined reel with a sealed drag that is capable of turning a 20+lbs fish and will last more than a couple of seasons, then the best bet is going with a company that designs their equipment from the ground up and does not rely solely on Chinese engineers who have never held a fly or spey rod.

For the last few months I have been looking at a number of 9wt. reels for spey, Pike, and Atlantic Salmon. I was looking for something that had a bombproof sealed drag, was machined, convertible, had a large backing capacity, a solid frame, was light weight and cost in the range of $200-$250. After looking at a number reels by a dozen manufactures I finally settled on the new Guideline V2 Haze. Coming in at $240 for the larger models and less for the smaller ones the V2 Haze is bar none the highest quality reel for the price I found. The closest competitor that has a similar list of features would be the Hatch 9 plus, that comes in around $750 and is much heavier.

The first thing I noticed about the V2 Haze was how light the reel felt in hand. Although not the lightest reel on the market the full frame of the V2 makes it incredibly strong while keeping the weight down. The frame is solid and the spool fit perfectly with absolutely no grinding. The porting on the back side of the frame looks great and is substantial enough to ensure you don't loose a finger while adjusting the drag on the fly. The full frame also keeps running line from jamming up between the spool and frame by channeling the lines movement.

The drag system on the V2 Haze is what really sold me on this reel. It is double sealed. One seal for the outer face to protect the release screw and a second seal that protects the bearing should any water or debris get past the outer housing (Honestly, after taking the drag apart to change the retrieve direction there is absolutely no way anything could gum up the innards of this drag system).

The drag is adjustable all the way to high tension utilizing a stacked disc design utilizing Teflon, cork, and stainless steel. The reel offers plenty of tension for large fish and I counted 45 settings. I really like the subtle drag adjustments the V2 Haze offers and there was little to no start up inertia. Even with the full frame you can still palm the spool for those times when you might want to dial back the drag for added control. The drag adjustment knob can also be adjusted with gloves on. The knurled, positive grip knob makes subtle changes to the drag easy when a fish is on the line.

The outer casing of the drag system utilizes a simple positive-fit spool connection that makes cleaning it as simple as submerging it under water and washing the dirt, mud, or salt off it. There is no need to brush out any parts! The outer drag cylinder is burgundy and gives the reel a nice modern look while not being too flashy.

Guideline's website recommends 130 m of 30 lbs. backing for a 9wt. line (on the 7-9wt. Haze). I was able to fit 150 yards of 30 lbs with room left over while using a 9wt. Pike Series Sink 3 line. When switching to the spey rod I could fit a S.A. running line and 560 grain Scandi head with 150 yards of 30 lbs. backing but things were a bit tight. The spool is heavily ported to keep the weight down and is surprisingly wide. I just kept adding backing until I filled it to just above the lower set of ports and it just kept taking more and more. Personally I have never needed more than 150 yards of backing, but if backing capacity is a concern you could always pack on 250 yards of gel spun or bump up to the 8/10 reel.

The spool features a captive release knob and easily seats in the frame without having to line anything up. Changing out spools is quick and efficient. No worrying about the spool cap flying off!

In Sum: I was pleasantly surprised by the quality of the V2 Haze given its modest price. If I had to price the reel based on my experience with other reels I would put it in the range of $400+. It has all the features one comes to expect from a high end reel: sealed drag, machined frame and spool, full frame, porting, and plenty of stopping power. The reel is light enough to use on single hand rods yet is not so light that it won't balance a spey rod. I have cast the Haze 79 on a 9wt. Pike rod turned around and threw on a Scandi head and the reel did a nice job balancing out my 8wt. spey rod. The V2 Haze generates a soft click when giving line and is silent on the retrieve. If you are looking for a reel that will last and functions with reels twice its price, then the Guideline V2 Haze is a great buy. Guideline has built their reputation on equipment made for hooking and landing large hard-fighting fish. The V2 Haze is the first Guideline reel I have used and it has absolutely won me over.

2011 – A “Year of the Atlantic salmon”

In the Miramichi the Atlantic salmon have begun spawning, making this a great time to look back on the runs of 2011 and to celebrate the many rivers that have done remarkably well, especially with the all-important large salmon.

Have we turned a corner with this year’s high returns in so many rivers? Or will we be faced with yet other hurdles to achieving the higher Atlantic salmon numbers that we all strive for.

What was different this year? In the rivers, somewhat higher water levels overall, and periods when water levels were high enough to discourage angling could make a positive difference in Atlantic salmon spawning numbers. The cooler river temperatures were also a major factor.

The combination of the Greenland Conservation Agreement, suspending Greenland’s commercial salmon fishery, combined with increased survival at sea and, possibly, other factors has undoubtedly insured that there are more Atlantic salmon spawning this year.

A point about the video: As many viewers will know, precocious male parr that have never gone to sea actually fertilize many of the eggs laid by female salmon. They zip in to fertilize those females when the large adults aren’t looking. If you look closely at Manu Esteve’s video above, you can spot a few parr darting around the redd.

While the angling season is over in most areas, there are a few notes. The first are about the rivers in Nova Scotia where angling is still in progress.

Nova Scotia

Margaree – Lewis Hinks, ASF’s Director of Nova Scotia Programs, was on the Margaree this past weekend. He reports the river was dropping to a nice level for fishing – and the angling was fantastic. He notes one party that had thirteen salmon on line in one morning.

As to the situation in the river overall, this will need to wait for the results of the various surveys that are conducted, but from anecdotal information it appears to be a good year.

Lewis Hinks also notes that great fishing has been reported in all these rivers, including River Philip. Last week the water was rising with the rain, and some bright fish were on line. With the water now falling, it should make for excellent conditions.

Elsewhere in Nova Scotia the numbers remain relatively disappointing.

Sackville – The Sackville River Counting Fence had 10 large salmon and 38 grilse, compared to 24 large salmon and 50 grilse in 2010.

LaHave – The LaHave had a more promising 74 large salmon this year compared to 52 last year, and 281 grilse, exactly the same number as last year.

New Brunswick

Northern New Brunswick Rivers – With the Upsalquitch at 649 large salmon this year compared to 410 last year, and against a five-year average from 2003 to 2007 of 311, there is good hope for the future. The Jacquet River’s 231 large salmon was somewhat lower than last year’s 293, but certainly bears up well when compared with the five-year average of 93.

For grilse, the 646 this year in the Upsalquitch may not have beat the 638 last year, but is definitely higher than the 2003 to 2007 average of 487. Meanwhile the Jacquet River’s 348 compares favourably both with the 2010 number of 194 and the 137 for the five-year average.

Miramichi – The final week of the angling season was noteworthy for having a large number of fish, but most were not interested in taking flies. Water levels rose again, which was certainly to the salmon’s liking.

How to assess the overall season? That is not exactly clear. Returns of large salmon were generally in line with 2010′s numbers, but, on the other hand, as has been noted,, water conditions and the health of the Atlantic salmon certainly favoured the fish this year, leading to an expectation that it could be a year of high spawning success. Keep fingers crossed.

Saint John – The number of large salmon returning to the Saint John certainly was a highlight, with 624 at Mactaquac and 230 at the Nashwaak Counting Fence, compared to 362 and 126 respectively.

The point here is that the Saint John does have a future. It has major issues with dams and the problems affecting both upstream and downstream passage need to be addressed – no small matter. Continued improvement in survival at sea and a continuance of the Greenland Agreement would certainly be an important basis for restoring the river’s health.

Maine

Penobscot – The statistics page has been taken down by the Maine Government, but as of Oct. 12, 3120 Atlantic salmon had returned through Veazie. Certainly this is a remarkable return for recent years, making it the highest return since 1986. With Great Works Dam slated for decommissioning in 2012, we can see this is a return the Penobscot can build on.

Downeast Rivers – Returns, while low, still show promise. The Narraguagus had the best returns since the late 1980s, for example. Unfortunately more aquaculture escapees were entering the Dennys in October from some unreported escape.

New Hampshire

Merrimack – This great river has had a remarkable return of more than 400 Atlantic salmon this year, the highest number since the 1980s.

Quebec

Overall, good river conditions and angling results throughout the season are pointing to a healthy increase in runs across Quebec that surpasses the last five year average. We anxiously await the publication of final run numbers in late December.

Matapedia

To September 30, for the season, a total of 2,089 fish were reported landed, including 326 releases. River conditions were very good during the last week of September, but the high water, resulting from storms earlier in the month, scattered the fish and made angling challenging. Angling results continue to outpace last season, 623 more fish were landed compared to the same date in 2010.

Matane

The Matane witnessed its best run since 1988. 3,155 fish had migrated (1,409 salmon and 1,746 grilse) through the fish ladder for the season ending September 30th. This represents an increase of 1,006 fish (77 salmon and 929 grilse) compared to all of last season. 1,117 salmon and 715 grilse were reported landed. The cumulative number of releases was not available at the time this report was prepared.

Bonaventure

Numbers should have been higher, but Mother Nature is the great equalizer. In total for the season, to September 30, 1,184 salmon were landed and released, compared to 1,119 in 2010. Grilse captures are also higher, up from 433 in 2010 to 698 in 2011. The Bonaventure was hit with “Moisie” like bumps in water such as the peak flow of 470 cubic meters/second during the second week of September. This combined with river levels that receded at a slow pace impacted angling until the end. Overall, an excellent year for the Bonaventure.

Sainte-Anne

For the season at September 30, 436 salmon were reported released compared to 360 in 2010. The number of grilse landed increased to 222 from 166 in 2010. The Sainte-Anne was not spared from the torrents of water that fell on the Gaspé. It is evident that the high waters during the month curtailed angling success, but just think of the higher number of fish in the river to spawn over the next weeks.

Dartmouth, St-Jean and York Rivers

Anglers were treated to June like levels of water on the jewels of the Gaspé during the last two weeks of September. Angling was challenging due to holding fences being washed away on all three rivers during the high water events early in the month.

This also made conditions for a final in-river count impossible. Based on the number of fish landed, there are healthy increases on the York and Dartmouth and the St-Jean is within the last five year average. Overall it was a great season for everyone, more salmon in the rivers translated into more rod days being sold, more money for the local economy, increased 2012 business for local outfitters, more fish being released, happy anglers and hopes that this could be a sign of healthier runs of wild Atlantic salmon.

Sainte-Marguerite

For the season, as of September 15, 257 fish (192 salmon released & 65 grilse retained) were reported landed. These numbers reflect a healthy increase of released salmon (124 more than 2010) and a slightly higher number of grilse. Great water levels overall during the season gave hope to the many volunteers who are working tirelessly to bring this river back to its former glory.

To September 15th, 413 fish were reported landed (183 salmon 54 grilse released) and 176 grilse were harvested. This past season’s numbers reflect the type of increases reported across Quebec. In 2010 a total of 172 were landed. Migrating fish have increased also with 1,173 fish (694 salmon and 479 grilse) at the counting facility. At the same time last year, 857 fish (550 salmon and 307 grilse) had gone though the counting facility. 2011 will most likely be remembered as a vintage production year in 4 to 5 years from now.

Escoumins

This small North Shore river also had a healthy increase in the number of fish migrating through. At September 16, 376 fish (256 salmon and 120 grilse) were counted in contrast to 2010’s 228 fish (98 salmon and 130 grilse). By mid-September, 110 fish (79 salmon & 2 grilse released, 29 grilse retained) had been reported landed. In 2010, only 47 fish were landed which included 21 salmon & 7 grilse released and 19 grilse harvested. This season’s good levels , compared to the drought conditions of the last few years greatly improved angling success.

Trinité

This biological index river reported very good numbers this season, 1,180 fish (305 salmon and 875 grilse) migrated though the counting facility. 282 fish (64 salmon & 15 grilse released and 203 retained) were reported landed.
In 2010, a total of 803 fish were counted (255 salmon and 548 grilse) migrating through. The number of fish landed was reported to total 122 (15 salmon released & 2 grilse released and 105 grilse retained).

Newfoundland and Labrador

Newfoundland could be divided into three districts in 2011.

Everywhere but the South Coast and parts of the West Coast: Most of Newfoundland had a good year – almost as good as the banner 2010 year. The Exploits River was typical, with more than 41,000 salmon returning – only 10% below the incredible 45,000 of 2010. Many other rivers better the numbers for 2010. With two good years in a row, it bodes well for an overall uptick in the numbers.

West Coast – Rivers like the Torrent and Western Arm Brook experienced a decline of 20% or more for unknown reasons.

South Coast – The comparative lack of rebound in numbers on Newfoundland’s south coast is alarming. This same region is home to the province’s salmon aquaculture industry and whether or not there is connection, something is definitely wrong with the populations in rivers such as the Conne. This year 1,189 were counted; in 201p there were 1,747 and the five-year average between 2006 and 2010 was 2,084.

Labrador

In Labrador there is a sense of relief – that river numbers have come up in an area that was declining recently. We can only hope those numbers continue to improve.

The Sand Hill River needs to be singled out for special mention. It went from 1,975 salmon in 2010 to 9,535 in 2011. There is no explanation for the massive increase, but at this time all indications are that the data is correct. This is

Gathering the Facts

From June to October we have seen a great number of rivers experience high returns of large salmon – those salmon that go to far ocean feeding grounds. Grilse numbers have generally not seen the same improvement. The scientific evidence points towards improved survival in Greenland waters, and improved ocean productivity.

A species of freshwater algae that lives in streams and rivers, called Didymo for Didymosphenia geminata, is able to colonize and dominate the bottoms of some of the world's cleanest waterways--precisely because they are so clear.

Didymo does so with a little help from its friends--in this case, bacteria--which allow it to make use of nutrients like phosphorus.

Blooms of Didymo, also known as "rock snot," says scientist P.V. Sundareshwar of the South Dakota School of Mines and Technology, are made up of stalks that form thick mats on the beds of oligotrophic, or low-nutrient, streams and rivers. Sundareshwar is the paper's lead author.

"In recent decades, human activities have led to many uncommon environmental phenomena," he says. "Now we have Didymo."

The freshwater diatom has become notorious. Didymo has taken over low-nutrient rivers in North America and Europe. It has also invaded water bodies in the Southern Hemisphere, including those in New Zealand and Chile.

Because its blooms alter food webs and have the potential to impact fisheries, "Didymo presents a threat to the ecosystem and economic health of these watercourses," says Sundareshwar.

Algae blooms are usually linked with the input of nutrients that fuel the growth of microscopic aquatic plants. Didymo's ability to grow prolifically in waters where nutrients such as phosphorus are in short supply puzzled scientists.

Environmental managers tried to mitigate Didymo blooms and predict their spread. But how the diatoms sustained such high growth in oligotrophic systems was unknown.

In a study funded by the National Science Foundation (NSF) and the State of South Dakota Carbon Scientist fund, Sundareshwar and colleagues revealed that Didymo is able to concentrate phosphorus from the water.

The scientists conducted their research in Rapid Creek, an unpolluted mountain stream in western South Dakota where Didymo was first observed in 2002. The creek regularly has Didymo blooms, with 30 to 100 percent of the streambed covered with Didymo over an area up to ten kilometers (6 miles) long.

Didymo thrives in Rapid Creek through biogeochemical processes in biofilms in the mats. As Didymo mats form, new stalks develop at the surface and older stalks--which have already bound phosphorus--are displaced to the mats' inner regions.

Phosphorus is available to Didymo thanks to the activity of the bacteria that live inside these mats.

"This study solves the puzzle of how Didymo can produce such large blooms in low-nutrient rivers and streams," says Tim Kratz, program director in NSF's Division of Environmental Biology.

"It has uncovered the fascinating mechanism by which Didymo 'scrubs' phosphorus from a stream or river," says Kratz, "then creates a microenvironment that allows microbes to make this nutrient available for Didymo's growth."

The concentration of phosphorus on Didymo mats far exceeds the level expected based on the nutrient content of surface waters, says Sundareshwar.

"The ability of the mats to store phosphorus is tied to the availability of iron in the water."

Didymo cells adsorb, or condense on their surfaces, both iron and phosphorus. Then bacterial processes in the mat interact with iron to increase the biological availability of phosphorus.

The process results in abundant phosphorus for cell division, "and hence," says Sundareshwar, "a resolution to the paradox of Didymo blooms in oliogotrophic streams and rivers."

The result will help scientists and managers identify water bodies susceptible to Didymo blooms.

"It also has the potential to lead to discoveries that may stem this organism's prolific growth in rivers around the world," says Sundareshwar.

"This is how science is supposed to work--research conducted at one small creek in South Dakota can be translated to places across the globe."

St. Andrews, NB ….. The Atlantic Salmon Federation (ASF) presented its top Canadian conservation award to Yvon Côté, known as Monsieur Salmon in Québec, in Montréal on Wednesday, April 27.

Presented in conjunction with ASF’s board meeting, Directors from both Canada and the United States were present to honour their colleague’s commitment to conservation of salmon and their habitat.

"Yvon Côté has guided the Fédération québécoise pour le saumon Atlantique (FQSA), ASF's Regional Council in Québec, through challenging times with poise and a level headedness that has brought praise from all sectors of the Atlantic salmon world," states ASF (Canada) Chairman, the Honourable Michael Meighen. "Yvon goes beyond the call of duty to help solve problems in a spirit of respect and cooperation, while trying to include all stakeholders."

In Québec, he led the way for the creation of a federally funded "Salmon Economic Development Program", which provides funds to facilitate development and conservation initiatives in the province’s rivers.

Yvon’s knowledge of Atlantic salmon issues and biology is uncontested. For more than 20 years, he held various positions within the Québec Ministry of Natural Resources and Wildlife. During his tenure, he completed many field research projects and was the chief Atlantic salmon biologist until he retired from the public service in 1996.

He has served as President of the FQSA since 2000. Founded in 1984, FQSA is a non-profit organization that works to preserve and improve salmon rivers, develop Québec’s salmon sport fishery, and protect the resource and its habitat against threats. FQSA has 35 affiliated river management groups and more than a thousand members.

The award, first presented in 1975, is named in memory of T.B. "Happy" Fraser of Montréal for the many contributions he made during his lifetime to protect and conserve wild Atlantic salmon. Since then ASF has honoured more than 40 people, who, like Mr. Côté, have contributed significantly to ensure the future survival of this iconic species.

The Atlantic Salmon Federation is dedicated to the conservation, protection and restoration of wild Atlantic salmon and the ecosystems on which their well being and survival depend.

ASF has a network of seven regional councils (New Brunswick, Nova Scotia, Newfoundland and Labrador, Prince Edward Island, Quebec, Maine and Western New England). The regional councils cover the freshwater range of the Atlantic salmon in Canada and the United States.

St. Andrews (Nouveau-Brunswick) ... Le mercredi 27 avril à Montréal, la Fédération du saumon atlantique (FSA) a présenté son prix de conservation le plus prestigieux à Yvon Côté, baptisé Monsieur Saumon, au Québec.

Le prix a été décerné à la réunion du conseil de la FSA par les présidents des conseils canadien et américain afin d’honorer l’engagement de leur collègue envers la conservation du saumon atlantique sauvage et de son habitat.

« Yvon Côté a dirigé la Fédération québécoise pour le saumon Atlantique (FQSA), conseil régional de la FSA au Québec, avec assurance et lucidité alors qu’elle traversait une période difficile, ce qui lui a valu des louanges de tous les secteurs du monde du saumon atlantique, de dire l’honorable Michael Meighen, président de la FSA (Canada). Yvon va bien au-delà de ce qu’impose le devoir pour résoudre les problèmes dans le respect et la coopération, tout en sollicitant la participation de toutes les parties prenantes. »

Au Québec, il a ouvert la voie à la création d’un « Plan de développement économique du saumon atlantique » financé par le gouvernement fédéral qui accorde des fonds pour favoriser la conception et la réalisation de projets de conservation dans les rivières de la province.

Sa connaissance des enjeux et de la biologie du saumon n'est plus à démontrer. Au cours des 20 dernières années, Yvon a occupé divers postes au ministère des Ressources naturelles et de la Faune du Québec. Pendant ce temps, il a réalisé de nombreux projets de recherche et a été le biologiste en chef du saumon jusqu'à son départ à la retraite de la fonction publique en 1996.

Il est président de la FQSA depuis l'an 2000. Créée en 1984, la FQSA est un organisme sans but lucratif qui se voue à la préservation et à la mise en valeur des rivières à saumon, au développement de la pêche sportive au saumon et à la défense de la ressource saumon et de son habitat contre toutes les menaces. La FQSA compte 35 clubs affiliés de gestion de rivières et plus de mille membres.

Le prix, présenté pour la première fois en 1975, est nommé à la mémoire de T.B. « Happy » Fraser de Montréal pour les nombreuses contributions faites au cours de sa vie pour protéger et conserver le saumon atlantique sauvage. Depuis lors, la FSA a honoré plus de 40 personnes comme M. Côté, qui ont fait une contribution notable pour assurer la survie de cette espèce emblématique.

La Fédération du saumon atlantique est vouée à la conservation, à la protection et au rétablissement du saumon atlantique sauvage et des écosystèmes dont il dépend pour son bien-être et sa survie. Elle regroupe sept conseils régionaux (Nouveau-Brunswick, Nouvelle-Écosse, Terre-Neuve et Labrador, Île-du-Prince-Édouard, Québec, Maine et ouest de la Nouvelle-Angleterre) qui couvrent toute l'aire de distribution du saumon atlantique en au douce au Canada et aux États-Unis.

April 2011 - Campaign for Wild Salmon

This spring we have the opportunity to elect a government that will work for us, the people. I am hitting the campaign trail mid-April to personally ask candidates if they will remove salmon feedlots from our wild salmon waters. We are guardians of one of earth's most generous and increasingly rare resources and we are trading them away to become beggars at a table we once owned.

According to the province there are only 1,259 jobs directly with salmon feedlots - we can help these people find work elsewhere and thus there is no downside to getting these pollution sources out of our ocean.

I will be posting candidate responses here. If we want our communities to thrive we have to take back the power to lead government and make sure they start working for us, not the huge international corporations that are taking the trees we grow, are so blinded by their oil addiction they create toxic waste lands, and see wild salmon as an impediment to "progress." Today's government is impaired we need to do an intervention. See how at salmonaresacred.org. Lets find out if we still live in a democracy.

Our salmon feed the ecology of this coast and our economy: whales, eagles people, a $1 billion wilderness tourism industry and a $500 million commercial fishery. They also feed our souls. Last summer wild salmon passed through the city of Vancouver carrying 45 million kilograms of ocean energy uphill deep into the interior of the province rebuilding our forests. They fed thousands of people, breathing economic life into communities province-wide. This windfall came in spite of political floundering, neglect and cover-ups. This website is about making choices in this election that will serve the people of Canada. We are a rich land, but only as long as we remain ecologically intact.

People and salmon arrived in British Columbia together to a land laid bare by receding glacial ice. As salmon built the earth with their bodies, the people built a culture that respected the fish they depended on. In this way people and fish prospered together. The 2010 sockeye taught us this opportunity still exists.

The Cohen inquiry into the 18-year sockeye productivity decline revealed on March 17that Fisheries and Oceans Canada is covering up that the majority of Fraser sockeye appear to be infected with a virus. Called Salmon Leukemia, Marine Anemia by fish farmers, this virus became epidemic in salmon feedlots on the sockeye marine migration route in the early 1990s. This is exactly when the sockeye began to decline. It is highly significant that a DFO scientist is now pinpointing this same virus is epidemic in wild salmon. Salmon Leukemia weakens salmon making them vulnerable to all pathogens, drives them into the river too early and millions have died just before spawning. If the industry also spills an exotic virus into BC, these weakened salmon don't have chance. See my blog "DFO - in the business of truth?"

DFO will not allow the scientist who discovered this to speak. Why? Why would they hide that a virus appears to be killing the majority of wild salmon of the Fraser River? A senior fishery scientist point out this is exactly how the east coast cod were killed off. In that case, the Hibernia oil wells went onto the Grand Banks as soon as the fishermen were tied to the dock. Is Canada afraid to stand up to the Norwegian government, who are heavily invested in salmon feedlots in BC because Norway is an important oil partner? After 26 years of trying to protect my town from the salmon feedlots I can say government is not actually interested in wild salmon.

Government judgement is impaired when it comes to the Norwegian salmon feedlot industry. We need a government strong enough to work for us.

The life cycle of salmon spans the province of British Columbia from the headwaters, through our towns and cities, out into international waters. If we gauged our behavior in terms of impact on salmon, we would instantly have to consider affects upstream and downstream along this living corridor. This simple shift in vision would create social and ecological maturity with enormous possibility. Today's governments appear blind and deaf to this, but the right government could ensure long term prosperity and health.

Democracy means the ultimate power is vested in the people. If we elect agents to administer our needs, if we want a future where humanity prospers we need a government that is free and unencumbered who can deliver this. The longer we delay the less we have to work with to rebuild our home, this election is crucial this is not a dress rehearsal!

I am going to be campaigning this spring for wild salmon. I am posting candidate responses to the question - will you stand for wild salmon and remove the salmon feedlots from British Columbian waters?

Stanley Bogdan–perhaps the finest reelmaker the world of fly-fishing has ever known–passed away last night at the age of 92. I wrote about Stan and his reels in the 4/13/09 issue of Forbes, as part of a cover package about consumer items that would always be recession-proof. His reels were true functional art.

Later that year I went to a party given in his honor. When Stan saw me, he (literally) ran across the room and grabbed me by my ears (he was a foot shorter than I), pulled me down and planted a big scruffy kiss on my cheek. “You’ve made an old man very happy,” he said.

I told Stan that he had spent his entire life doing the same for the rest of us. He will be deeply missed.

The Reel Deal

This exclusive club includes Bing Crosby, Benny Goodman, Ted Williams, Prince Philip, the Duke of Wellington and Paul Volcker. At one time or other they all cranked in silvery salmon with Bogdan fishing reels, known for their strength and distinctive styles: matte black plates, champagne-gold spools and S-shaped handles. Still handmade by 90-year-old Stanley Bogdan and his son Stephen, 59, the reels come in 15 sizes–to haul in Atlantic salmon or the smallest trout. They cost between $1,300 and $2,200.

The Bogdans are navigating this recession just as they have every other one over the last seven decades: by staying small and doing things their own way. Every part of a Bogdan reel, save for the springs, is tooled by Stanley or Stephen, S.E. Bogdan Custom Built’s sole employees. In their garage-size shop in New Ipswich, N.H. stands a table littered with dozens of boxes, each containing different parts of a fly-fishing reel: discs of stainless steel, screws, brake shoes, anodized aluminum frames and spools. Armed with a 130-year-old Flather lathe and a 50-year-old Van Norman milling machine, the pair churn out only 100 reels a year and have a three-year backlog. They hold no patents, take no deposits from customers (“That way they can’t bug me, and I have control,” says Stanley), store no files, designs or accounts on a computer (they don’t own one) and do no advertising.

A short man with fine white hair, Stanley, who never attended college, made his first reel in 1940 while an apprentice at Rollins Engine Co., a steam-engine maker. At night he worked on his reels, going full-time in 1955. “I was petrified,” he admits, but soon was filling orders for Abercrombie & Fitch and, later, Orvis. Annoyed at surrendering 40% of the $100 retail price, Bogdan became his own sole distributor in 1977, taking orders by phone or mail. Stephen bought him out in 1996, but Stanley is still in the shop three days a week. “I’m quality control,” he says.

The beauty of a Bogdan is in the drag–the mechanical resistance that slows down a hooked fish. Stanley invented a double-brake system using two brake shoes supported by springs that clamp down on a disc. There are ten settings to choose from, depending on the size of the fish. The result is a smooth drag with no hitches that could break off a fleeing fish. When taxed by a large salmon, the drag makes a distinct whirring sound–or, in the words of Royall Victor III, a retired Chase Manhattan executive who owns six Bogdans, “the muted joy of exultation.” To that add the powerful pull of exclusivity. Owning a Bogdan “puts you into the specially anointed of salmon fishers,” says former U.S. Federal Reserve chairman Paul Volcker. Bozo Ivanovic, a retired London ship broker, famed fisherman and owner of four Bogdans, sums it simply: “Finally getting your Bogdan is an event.”

Antsy anglers go to great lengths to try to speed up delivery. Some have offered double the price, says Stanley, but he rarely budges. At one party a man lifted his shirt to reveal scars from a recent bypass surgery as evidence that he had only a short time to live and thus should be moved up the waiting list. Bogdan fell for it. The man eventually got his reel, then lived another 15 years.

The Bogdans have made one concession to demand. A few years ago, after seeing what the used reels were fetching online, they doubled their prices overnight. That still didn’t close the gap: Even in the midst of the recession, used Bogdans are going for up to $3,000 on Ebay–36% more than the most expensive model sold new. “I thought [raising the price] would be the end of us,” says Stanley. “Turned out to be the best move I ever made.”

OTTAWA - A first of its kind report by the Pew Environment Group reveals that Canada's boreal, the world's largest intact forest and on-land carbon storehouse, contains more unfrozen freshwater than any other ecosystem. As United Nations' International Year of Forests and World Water Day coincide, world leaders are grappling with water scarcity and pollution - and scientists are calling boreal protection a top global priority.

A Forest of Blue: Canada's Boreal Forest, the World's Waterkeeper compiles decades of research and finds that the boreal

contains 25 percent of the planet's wetlands, millions of pristine lakes, and thousands of free-flowing rivers, totaling more than 197 million acres of surface freshwater;
provides an estimated $700 billion value annually as a buffer against climate change and food and water shortages;
offers the last refuges for many of the world's sea-run migratory fish, including half of the remaining populations of North American Atlantic salmon.

maintains freshwater flows critical to forming Arctic sea ice, which cools the atmosphere and supports marine life, from sea algae to polar bears; and,
stores more than 400 trillion pounds of carbon in lakes and river delta sediment, peatlands and wetlands—more than any other terrestrial source in the world.

"The world needs to move quickly to preserve precious water resources," said University of Alberta Ecologist David Schindler, recipient of the first Stockholm Water Prize (1991) and a member of the International Boreal Conservation Science Panel (IBCSP), which reviewed the report. "Enacting sound conservation policy to protect Canada's free-flowing waters and wetlands in the boreal is not just a local issue; it is one of global importance."

Canada's boreal forest is increasingly impacted by large-scale industrial activities. Global demand for resources from the boreal is on the rise, with more than half of total exports of forest products, oil, natural gas and hydropower going to the United States.

"At a time when clean water supplies are disappearing, the vast reserves in Canada's boreal are increasingly important to protect," said Steve Kallick, director of the Pew Environment Group's International Boreal Conservation Campaign. "Canadian provinces and First Nations have already made major strides defending the integrity of the vast lakes, rivers and wetlands in the forest, but they need to do more to guarantee that Canada's water stays pure and abundant, watershed by watershed."

The Pew Environment Group has worked with First Nations, federal, provincial and territorial governments as well as other conservation groups to protect the boreal, resulting in 185 million acres set aside from development to date, including key wetland and river areas. That total represents more than 12 percent of the 1.2 billion-acre forest.

The report concludes that governments should protect entire river, lake and wetland ecosystems by preserving intact 50 percent of Canada's boreal forest requiring sustainable practices for industrial activities taking place in the remaining areas.

"In conservation, so much of the discussion is centered on scarcity and loss," said Dr. Stuart Pimm, Doris Duke Chair of Conservation Ecology at Duke University and IBCSP member. "It is imperative that the world recognize and protect the fresh water that is left. Canada has an extraordinary opportunity that does not exist anywhere else in the world to keep its aquatic ecosystems intact and to create a positive ripple effect on the land, animals, birds and people who depend on these resources."

River Tweed salmon rod catches reach record level

Salmon rod catches on a Scottish Borders river last year were the highest since records began in 1947.

The River Tweed Commission (RTC) said the figure of 23,219 for the waters in 2010 was "unprecedented".

The record year came despite a poor spring season on the 97-mile river when anglers were asked to put salmon back for conservation purposes.

RTC chairman Andrew Douglas-Home said some "almost perfect fishing conditions" had helped improve catches.

Mr Douglas-Home claimed criticism of the conservation moves had faded as angling improved along the river during the season.

He said he believed the numbers could be a record for any North Atlantic salmon river.

"Some will say it is because we fish harder, that we have a longer season than anyone else, that the average size was smaller than in the 1980s," he said.

"I have heard it all before and most of it is just not true.

"Even if the Tweed had little more than a three-month season (like many Russian, Norwegian and Icelandic rivers) from say mid-August to November, we would still have broken all records."

Mr Douglas-Home said that the sea trout and salmon runs had been aided by the weather.

'Moderate rain'

He said: "Whilst it is clear that the runs were exceptional, rod catches were helped by almost perfect fishing conditions right through to the last day of the season.

"By the end of April the river was almost at summer flows and such rain as did fall over the summer itself did little to increase flows until the early autumn.

"With moderate rain throughout the autumn very few rod fishing days were lost to high water and this allowed the fish to spread throughout the system allowing most main stem rod beats to have larger catches, many of which were records."

In their annual report the Tweed Commission said that 31,321 salmon were caught in 2010, more than double the 2009 figure, of which 8,102 were caught by nets and 23,219 by rod and line.

The spring rod catch, to the end of June, of 1,445, was better than the 1,147 of 2009 but was still low compared with the recent average catch.

However 91% of fish were returned under the spring salmon conservation measures.

La FQSA s’oppose à la construction d’un barrage sur la Jacques-Cartier

Québec, le 3 mars 2011 – Dans le cadre du projet de construction d’une mini-centrale hydroélectrique sur la rivière Jacques-Cartier dans la municipalité de Shannon, la Fédération québécoise pour le saumon atlantique (FQSA) maintient l’opposition claire et ferme à la construction de tout barrage dont l’implantation est projetée dans des zones déjà colonisées par le saumon. Cette résolution fut adoptée lors de l’Assemblée générale annuelle des membres de la FQSA en avril 2009, et réitérée en 2010.

À cet effet, la FQSA demande :

- - au Gouvernement du Québec que tout projet de développement hydroélectrique sur une rivière à saumon soit obligatoirement soumis au processus des audiences publiques en environnement (BAPE) ;

- - au ministère des Ressources naturelles et de la Faune d’intensifier la poursuite des opérations de restauration du saumon dans la rivière Jacques-Cartier ;

- - au ministère de l’Environnement, du Développement durable et des Parcs d’accélérer le processus de création d’une aire protégée afin de préserver l’intégrité écologique du corridor riverain de la rivière Jacques-Cartier.

La FQSA a été l’une des parties prenantes à l’origine du projet de restauration du saumon de la rivière Jacques-Cartier et représente les intérêts d’une vaste coalition de supporteurs unissant leurs voix pour la cause saumon au Québec.

Résolution concernant le projet de construction d’un barrage et d’une centrale hydroélectrique sur la rivière Jacques-Cartier dans la municipalité de Shannon
Attendu que la Municipalité de Shannon a été retenue à la suite d’un appel de candidature dans le cadre du Programme d’achat d’électricité pour des petites centrales hydroélectriques et qu’elle a annoncé publiquement son intention de construire sur le lit de la rivière Jacques-Cartier une centrale hydroélectrique de faible puissance (moins de 5 MW);
Attendu que le Ministère des Ressources naturelles et de la Faune, appuyé par un large consensus populaire a lancé, en 1979, un projet de restauration du saumon dans la rivière Jacques-Cartier et que des fonds publics et privés à hauteur de 11 millions $ ont été investis pour la réalisation de ce projet ;
Attendu que le projet de restauration du saumon de la Jacques-Cartier n’aurait pas été possible, de façon réaliste, si le projet de construction d’une centrale hydro-électrique à réserve pompée alors envisagée dans la vallée de la Jacques Cartier (projet Champigny) n’avait été arrêté par la volonté populaire des riverains et de groupements de citoyens de la région environnante de la Jacques-Cartier durant les années 1970 ;
Attendu qu’à la suite des premiers efforts de restauration, la population de saumon de la rivière Jacques-Cartier a connu une croissance explosive jusqu’au début des années 1990 pour ensuite entreprendre un déclin très marqué, croissance ayant néanmoins démontré, de façon tangible, la possibilité de restaurer la population de saumons de cette rivière ;
Attendu que les études réalisées par la Corporation de Bassin de la Jacques-Cartier conjointement avec le Ministère des Ressources naturelles et de la Faune montrent que cette situation est due à la combinaison d’un ensemble de facteurs dont, notamment, la diminution du taux de survie naturelle des saumons en mer, l’effet négatif provenant de la réduction du programme d’ensemencement de jeunes saumons et, enfin, l’effet des ouvrages hydroélectriques présents le long de cette rivière sur la population de saumon ;
Attendu que les études réalisées par la Corporation de Bassin de la Jacques-Cartier conjointement avec le Ministère des Ressources naturelles et de la Faune montrent que les saumons adultes en migration de reproduction dans la rivière Jacques-Cartier éprouvent déjà, à l’état naturel, de la difficulté à négocier le secteur connu sous le nom de la Gorge Déry ;
Attendu que les résultats d’études réalisées par le Conseil de Bassin de la Rivière Jacques-Cartier conjointement avec le Ministère des Ressources naturelles et de la Faune montrent que les performances des passes migratoires localisées sur les barrages McDougall et Bird sont variables et n’atteignent pas le niveau d’efficacité attendus de tels équipements ;
Attendu que le Ministère des Ressources naturelles et de la Faune a déjà reconnu que la population de saumon de la Jacques-Cartier était dans un état préoccupant ;
Attendu qu’en conséquence le Ministère des Ressources naturelles et de la Faune a fermé la pêche sportive du saumon sur la rivière Jacques-Cartier pour la période depuis 2004 jusqu’à 2013 ;
Attendu qu’au vu de tous les éléments de problématique soulevés précédemment, il a été jugé préférable, non sans raisons et pour un temps indéterminé, de transporter tous les saumons se présentant à la centrale hydroélectrique de Donnacona pour les remettre à l’eau dans le Parc de la Jacques-Cartier, endroit où ils bénéficient de conditions optimales pour leur reproduction ;
Attendu que cette stratégie d’intervention présente néanmoins l’inconvénient d’éloigner le projet de son objectif initial, soit de restaurer les voies naturelles de migration du saumon et la population de cette espèce dans l’ensemble de son habitat original, et qu’il convient de ne rien entreprendre qui pourrait mettre cet objectif de restauration hors d’atteinte ;
Attendu que la rivière Jacques-Cartier est la rivière à saumon la plus méridionale du Québec et qu’elle est vraisemblablement déjà affectée par le réchauffement climatique, facteur venant ainsi exacerber les conditions naturelles de migration du saumon dans cette rivière ;
Attendu que la Corporation de bassin de la rivière Jacques-Cartier a déjà adressé au ministre de l’Environnement, du Développement durable et des Parcs une requête pour créer une aire protégée à même les terres publiques riveraines de la rivière Jacques-Cartier afin de les protéger contre une éventuelle privatisation et diverses formes de développement ;
Attendu qu’à l’exemple de la Municipalité de Shannon, il n’est pas exclu que d’autres municipalités localisées le long de la rivière Jacques-Cartier puissent aussi requérir l’autorisation de construire un tel genre d’ouvrage sur des sites propices qui seraient localisés dans les limites de leurs municipalités respectives et que l’acceptation du projet de Shannon rendrait difficile, sinon impossible, un refus à l’égard d’une autre municipalité ;
Attendu qu’en vertu du décret 337-2009 du 25 mars 2009 portant sur les « Préoccupations économiques, sociales et environnementales indiquées à la Régie de l’énergie à l’égard d’un programme d’achat d’électricité pour des petites centrales hydroélectriques », l’une des conditions d’acceptation de l’implantation d’une petite centrale hydroélectrique est que le projet doive avoir fait l’objet d’une consultation auprès de la population visée par le projet et avoir l’appui du milieu local ou régional ;
Attendu que le projet de restauration du saumon de la rivière Jacques-Cartier dépasse d’emblée le cadre géographique d’une municipalité et qu’il a, d’évidence, par sa valeur emblématique, une portée régionale et provinciale ;
Attendu que le projet de restauration du saumon de la rivière Jacques-Cartier est devenu le porte-étendard de la capacité de la société québécoise à réparer certains des dommages environnementaux du passé et qu’il se doit d’être remis à l’avant-scène ;
En conséquence, la FQSA ayant été, par ses antécédents, l’une des parties prenantes à l’origine de ce projet de restauration du saumon de la rivière Jacques-Cartier et représentant les intérêts d’une une vaste coalition de supporteurs à la cause saumon qui, réunis en assemblée générale, ont adopté en 2009 et réitéré en 2010 une position ferme à l’égard des possibilités de développement hydro-électrique sur les rivières à saumon :
Juge que les connaissances actuelles sur l’effet individuel et cumulatif des trois barrages déjà existants sur la rivière Jacques-Cartier et ainsi que sur l’effet de l’obstacle naturel de la Gorge Déry sur la migration du saumon sont parcellaires et ne permettent pas d’établir avec certitude, bien au contraire, que l’ajout d’un quatrième barrage serait sans risque grave sur la migration du saumon et sur les possibilités de poursuivre avec succès la réalisation du projet de restauration de la rivière Jacques-Cartier ;
Maintient l’opposition, claire et ferme, adoptée par l’assemblée générale annuelle de ses membres à la construction de tout barrage dont l’implantation est projetée dans des zones déjà colonisées par le saumon, barrage qui conséquemment s’interpose sur la voie de migration du saumon en rivière. Cette disposition inclut le projet de barrage hydro-électrique de Shannon dans le contexte du projet de restauration du saumon de la rivière Jacques-Cartier ;
demande au Gouvernement du Québec, conformément à la résolution de l’assemblée générale annuelle de ses membres, que tout projet de développement hydroélectrique sur une rivière à saumon, ce qui inclut celui de la municipalité de Shannon, soit obligatoirement soumis au processus des audiences publiques en environnement, quelle que soit les caractéristiques des installations prévues ;
entend demander au ministre délégué aux Ressources naturelles et à la Faune d’intensifier la poursuite des opérations de restauration du saumon de la rivière Jacques-Cartier notamment sur le cours inférieur et moyen de la rivière Jacques-Cartier et d’y accorder les crédits nécessaires ;
Entend demander au ministre du ministère de l’Environnement, du Développement durable et des Parcs d’accélérer le processus de création d’une aire protégée qui serait constituée des territoires publics localisés le long de la rivière Jacques-Cartier, ceci afin de préserver l’intégrité écologique du corridor riverain de la Jacques-Cartier jusqu’au Parc de la Jacques-Cartier et de redonner à cette rivière son cadre naturel.
Résolution adoptée à l’unanimité lors d’une réunion du Comité exécutif de la Fédération québécoise pour le saumon atlantique tenue par voie de conférence téléphonique le 2 mars 2011.

Volet jeunesse: 10 participants qui seront déterminés par les Maisons des jeunes de Godbout, Baie-Trinité et Port-Cartier, en collaboration avec la Maison des jeunes Point de mire de Verdun
Critère et exigence requis
Les pêcheurs volet mentorat doivent obligatoirement avoir une expérience de moins de 3 saisons de pêche et/ou un total de 10 jours de pêche (selon la première des 2 éventualités). De plus, quiconque ayant déjà participé au volet mentorat n’est plus éligible à ce volet. Il est fortement recommandé aux débutants de suivre une formation de lancer à la mouche AVANT la tenue de l’activité.

Les pêcheurs volet découverte » sont des pêcheurs possédant déjà une expérience de pêche au saumon ou ayant déjà participés au programme de mentorat, mais désireux d’être accompagnés par un guide / accompagnateur pour la découverte de deux( 2) des trois(3) rivières impliquées.
Nouveauté

Pré-mentorat : Afin de permettre aux participants d’améliorer leur technique de lancer avant la tenue de l’activité, il sera possible de tenir une journée exclusivement dédiée à une clinique de perfectionnement de lancer si le nombre d’inscrits le justifie (minimum 6 participants).

L’hébergement sera attribué par l’organisation de l’activité parmi les différents sites de Baie Trinité

Modalités d’inscription

Par téléphone seulement, au bureau de la FQSA à compter du samedi 19 Mars 2011 à 8 :30, au (418) 847-9191 poste 6. Le nombre d’inscriptions est limité, de sorte que les places seront attribuées seront la règle du premier arrivé - premier servi. Il ne sera pas permis de réserver plus de 2 places par appel.
Coût d’inscription

Forfait 1 : Mentorat/Découverte avec hébergement –en occupation double- (3,4 et 5 Septembre 2011) : 385$/pers.
Forfait 2 : Mentorat/Découverte avec pré-mentorat: Avec hébergement –en occupation double- (2, 3,4 et 5 Septembre 2011) : 535$/pers.
Forfait 3 : Mentorat/ Découverte Sans hébergement : 260$ par personne
Forfait 4 : Accompagnateurs (forfait complet sans droits d’accès ni dîners) : 300 $ pour 2 jrs/ 3nuits

Tout ce qui est inclus dans le forfait 1, sauf l’hébergement
Forfait 3 –Accompagnateur
Tout ce qui est inclus dans le forfait 1 sauf les droits d’accès pour la pêche et les dîners.

Modalités de paiement

Les coûts d’inscription sont payables par carte de crédit à raison de 35% lors de la réservation, le solde prélevé le 1er Août 2011. En cas d’annulation avant le 1er Août, les frais déjà payés seront remboursables si les places laissées vacantes sont revendues. Après le 1er Août, les frais ne sont pas remboursables.
